Departmental Framework
What is the Framework?
The Departmental Framework is the high level document that sets out how the DWP is organised and managed.
It provides the framework for the co-ordinated and streamlined organisation we need to be if we are to reach our vision of delivering social justice and reducing poverty for our customers.
The DWP needs effective governance arrangements to ensure that our business is carried out competently, with integrity and with due regard for the interests of all of our stakeholders.
The governance arrangements set out in the Framework provide the clarity of purpose, accountability and openness of decision-making needed to drive the successful achievement of the outcomes determined by Ministers and set out in the Welfare Reform Principles, the Five Year Strategy and Public Service Agreement.
This latest version of the Framework is a guide of our governance arrangements, strategies, policies and operational arrangements. It formally sets out the accountabilities of Ministers, The Permanent Secretary and senior managers. It also describes the associated high-level decision making arrangements in operation within the Department.
The Framework is made up of:
- Principles and objectives
- Our values in building a successful organisation
- Organisation
- Accountabilities and decision making
- Business management framework
- Independent assurance
- Parliament
- External relations
- Annexes
Since the Departmental Framework was published in December 2005 a number of changes within the Department have resulted in it being refreshed to ensure that it reflects the organisation of the Department as it is today. One such example is the transfer of The Appeals Service to the Department of Constitutional Affairs. The Framework was updated in April 2007 to reflect these changes.
