This report presents the findings of a review of the current Housing Benefit arrangements for temporary accommodation. Currently there are two separate types of Housing Benefit control where the property is leased or licensed from the private rented sector and the DWP is looking at having one system which applies to both local authority and housing association schemes.
The research considered the possibility of basing benefit determinations upon local market rents but with adjustments to take into account management and maintenance charges that temporary accommodation attracts.
Through a series of stakeholder and case study interviews with local authorities, housing associations, rent officers and others in eight local authority areas in England, Scotland and Wales the research assessed the feasibility of this option and discussed how it might operate.
