13 October 2004 - Appointment of Head of Strategy and Pensions Client Group Director

Phil Wynn Owen has been appointed Head of Strategy and Pensions Client Group Director. The post, with a partly revised set of responsibilities, replaces that previously held by Paul Gray who has moved to HM Revenue and Customs.

  1. Phil Wynn Owen will report to the Permanent Secretary of DWP, Sir Richard Mottram. He will be responsible both for department wide strategy and strategic policy development in Government pensions policy.
  2. Phil Wynn Owen is currently the Director responsible for the Financial Sector in the Treasury. Previously he was Director of the Regulatory Impact Unit in the Cabinet Office, from 1999 to 2003.
  3. His earlier experience was in the Treasury, including Team Leader roles responsible for Tax Policy, Tax and Budget, and Transport Teams. He was also Private Secretary to the Permanent Secretary from 1991 to 1993, and Assistant Private Secretary to the Chancellor of the Exchequer from 1984 to 1986.
  4. Phil has an MBA from the London Business School.
  5. This appointment follows a Civil Service-wide competition. As for other competitions for posts at this level, the appointment has been approved by the Prime Minister with the agreement of the Secretary of State for Work and Pensions.
