26 A reduction in the number of people sleeping rough (England).
Baseline and trends: Baseline year - 1998. In June 1998, 1,850 people were estimated to be sleeping rough on the streets of England on any one night. In June 2007, local authority Housing Strategy and Statistical Appendix returns showed this level has fallen to 498 people - a figure which represents a 73 percent reduction on the 1998 baseline level. The Government is committed to reducing rough sleeping to as near to zero as possible.
